It is used in television loooong time ago (South Africa), but it is a anime United States. Theres black tar material floating in the ocean controlled by a man in a boat that sails from human nails. Good surfing around a little sailing boat that can slip angle and are on a quest to find the gems. The main character is a jewel in the neck how the meaning of the following Jewel (a light shone from it and the point of the line). I watched as a child and went to download again, but I do not remember her name so it can not verify any criticism
